The School District, City of Palmetto, and the Palmetto Community Redevelopment Agency have been collaborating on the acquisition of various properties adjacent to the existing school site for the rebuilding of Palmetto Elementary School.  There are specific commitments which need to be made by all three entities in order for the acquisition of the adjacent properties to occur.  These specific commitments and information related to the parcels are outlined on a memorandum dated September 14, 2006, attached. 

The specific commitments are summarized below:

School Board: 1) Commit funding of $2,200,000.00 for land acquisition; 2) Transfer 0.9 acre parcel to Palmetto Community Redevelopment Agency; 3) Commit to acquiring the TIITF/State of Florida property from the above mentioned funding; and 4) Commit to building Palmetto Elementary at this location after seeking and receiving approval from Florida Department of Education to raze the existing Palmetto Elementary School.

City of Palmetto/Palmetto Community Redevelopment Agency: 1) Commit to funding any additional costs and whatever means necessary to acquire all of the parcels, with the exception of the TIITF/State of Florida property, on behalf of the School Board; 2) Commit to transfer all of the acquired properties to the School Board at no additional funding from the School Board beyond $2,200,000.00; 3) Commit to vacate 8th Street West between 9th Avenue West and 10th Avenue West and 9th Avenue West between 8th Street West and 9th Street Drive West, and transfer this property to the School Board; and 4) Assist the School Board with efforts to locate additional property for another future elementary school north of this location.

These commitments must be made on behalf of the School Board, City of Palmetto, and the Palmetto Community Redevelopment Agency in order for Palmetto Elementary School to be built at this location.

The Superintendent recommends approval of Palmetto Elementary School - Authorization to Proceed with Rebuilding at Current Location Pending Commitments from City of Palmetto and Palmetto Community Redevelopment Agency.

Motion and approval of Palmetto Elementary School - Authorization to Proceed with Rebuilding at Current Location Pending Commitments from City of Palmetto and Palmetto Community Redevelopment Agency.

The fiscal impact will be a commitment of $2,200,000.00 for the acquisition of properties.
