The School District of Manatee County has received an upgraded credit rating from Fitch Ratings, a leading national credit rating agency, reflecting the School District’s continued commitment to responsible fiscal management and long-term financial stability.

Fitch has upgraded the following ratings:

  • The School Board's (the district) Issuer Default Rating (IDR) to 'AA' from 'AA-';

  • Outstanding COPs to 'AA-' from 'A+';

  • Outstanding sales tax revenue bonds, issued by Manatee County School District, FL to 'AA' from 'AA-'.

Additionally, Fitch Ratings has assigned an 'AA-' rating to the School Board of Manatee County, Florida Master Lease Program $209.7 million certificates of participation (COPs), series 2026A and $19.5 million refunding COPs, series 2026B.

Proceeds of the 2026A COPs will be used to finance the acquisition and construction of a new high school and renovations/additions to certain existing facilities. Proceeds of the 2026B COPs will be used to refund the outstanding COPs, series 2016A for savings. The 2026A&B COPs are scheduled for negotiated sale on or around March 3. The rating outlook remains stable.

According to Fitch, the upgrade is driven by strengthened reserve levels and prudent financial practices that have positioned the School District to remain resilient amid changing funding environments. Fitch cited the School District’s healthy fund balance, disciplined budgeting, and strong long-term liability profile as key factors supporting the higher rating.

Careful, responsible budgeting has positioned us to absorb any short-term impacts while continuing to support our schools, staff, and students,” said School District Superintendent Dr. Laurie Breslin. “Every decision we make is guided by what is best for our students and the safety and success of our learning environments.”

The proceeds from the Series 2026A Certificates of Participation will support the construction of a new high school and renovations and additions to existing facilities, while the Series 2026B issuance will refund prior debt for savings.
